If a student has passed two courses already and then appears in remaining 8 courses after 2 years, will that be against the rules of CIE?

  It is best to get the confirmation from the college that you intend to apply. The entry requirement varies from college to college.
  
  CIE does not offer A Level course. CIE is the exam board.
