Yes, certainly you can take O Level Commerce subject if you wish to. Just talk to your school, or your local British Council if you are a private candidate.

My queston is who organize o-level schools? It is international based, but does it cost for people to send their children in these schools? For example in pour countries like Pakistan and Bangladesh? is it state-based schools or private?

Usually schools which offer Cambridge O Level exams are private international schools. They are not state schools. For state schools, you will sit for the national exams.
