I did cambridge O level religious studies in 2015 oct/nov, and IGCSE Maths and English in 2017 oct/nov, I then did art and design IGCSE in 2018 May/June. And I am now doing IGCSE ICT im May/June. All as a privet candidate. Is it okay to spread out the subjects like this? Is it valid as a complete O level qualification?
You are free to spread out your examinations. Once the Cambridge O-level has been awarded it remains valid indefinitely. However, if you are applying for further studies, general guideline is within 13 months. But some colleges/universities do have longer allowance. Please get confirmation from them directly.

You need to complete your O-level or IGCSE or any equivalent in order to proceed to A-level.
The normal process would be: after completing O-level or IGCSE, proceed to any A level/IB/any equivalent qualification, then university. Each country may name it differently. You ought to check with your local exam board, or college.
