      Grade F is still an awarded qualification in GCSE. But it does not meet the standard pass requirement of the Department for Education of UK, which is why they considered it as a fail.

      The same goes for IGCSE, although you earned a qualification and passed with a grade of F, the mark is too low that when you apply for A Level and university, they may not accept it. Thus, even if it is not explicitly regarded as fail, the performance is very unsatisfactory that a retake is highly suggested.

      As a private candidate, we suggest that you contact your exam centre where you plan to register for the exams.

      Because as far as we know, there are schools and exam centres that require grade C and above when you register for that specific subject at A Level.

      In your case, since you received a grade below C at IGCSE Accounting, you may ask your exam centre directly if they will accept your registration for A Level Accounting.
